These are listed in no particular order, especially since I changed my mind halfways through as to how they were going to end up so! If I forgot someone she's acquainted with, she doesn't know them well enough to mention.
NPCs: Her mother, Astryr, and her brother, who is unnamed as-of-yet!
PCs:
Cyrille - Introduced over the journals, but they haven't spoken much.
Arun - SAGE!!! Introduced, not much more. She thinks he hasn't got enough of a sense of humour.
Klaus - ALSO SAGE!!! He doesn't seem too bad, but you never know~
Other-Klaus - Briefly spoken to, doesn't know who he is, really, other than to think he's a bit of a jerk.
Sirius - Mr. Rogue! He's nice, even if he spills things over his journal all the time.
Mitsu - Spoken to her a few times; thinks she's nice, even if too quiet for her own good.
Satsu - Seems nice, although since he's related to the other two, is a little suspicious of.
Akiyo - Bitchplz. Wouldn't teach her wizardry even if the higher-ups assigned her specifically.
Hayate - Mr. Prince, not that he deserves the title, the jerk. Hope he got eaten by something.
Belvedia - She's cool 'cause she should be going to the wiz academy, but is to be pitied 'cause she got carried off somewhere else! Doesn't really know what happened to her after that.
Aeterna - They've seen each other at the academy some, but haven't talked in a while.
Elliot/Ellius - Introduced, but doesn't know him much other than that.
Douwe - A lovely girl! Need to meet sometime, preferably to fire arrows into the stuffy librarians at the academy.
Cassandra - Introduced. That's about it.
Alec - Has said she'll give him a late birthday gift if she ever sees him; this may or may not be an introduction to alcohol.
Siegmund - Kind of weird kid who draws pretty pictures. He's fun to tease.
Althaea - I think they spoke once. Can't remember.
Xiao Mei - Took a class of Rhae's once. Thinks she has potential, even if she does dislike fire magic.
Vidar - Knows of him through the nobility grapevine, but that's it. Her mother seems to have a dislike of him, though.
Ethan - Thinks (rightfully so!) that he's an arrogant, womanizing jerk, and could use a few good whippings (in one way or the other). Approves heartily of Xiao Mei's attempts at revenge on him.
Gwyddion - Knows him as Thom. He rents out a room in her mother's house, and does weird things near Geffen, halfway across the countryside! How odd.
Eliza - Introduced. Another priest. Seems awfully wishy-washy.
Finn - Ethan's brother? Huh. Another sage. :\
Claire - Met her at Alberta, probably gabbled over paperwork with her.
Freya - Knows of her through nobility grapevines, and from living in Geffen, of course.
Li Na - Very, uh, flirty. Flirted with~
Nina - Such a dear, even if she's a little hard to decipher! Buds they are, and she's currently staying at Nina's place while they wait for the upcoming Amatsu trip. Led to the capture of Nina's pet Metalring, Maya, by being a dolt.
Kass - May or may not have seen him at the Academy.
Khepri - A girl after her own heart! Must find a baby to fricassie and eat with her sometime.
Ryle - Grumpy little shit.
Nathan - Another of Ethan's brothers, although seems like he's quite unlike the wizard-to-be. Good.
Noah/Marlene - When will the sages end. T.T Doesn't seem to be too bad, though - discussed the differences of the studies of magic with her once.
Ray - Doesn't know to embrace the insanity! She scared him a little, methinks.
Zero - ...Far too innocent for his own good. That has to be fixed!
